SC questions lack of clarity in share allocation

Supreme Courts which had determined that Electricity Reforms Bill is inconsistent with the constitution, had questioned the lack of clarity in allocating shares to the companies that would be set up after unbundling the Ceylon Electricity Board (CEB).   

However the courts have accepted the amendment submitted by the Attorney General under which it is proposed allocation of shares of the companies through transparent competitive bidding.   

The Supreme Courts have also determined that preliminary transfer plan, national electricity policy including the national tariff policy and the power procurement policy should be in place before setting up of the proposed power sector reforms secretariat, National electricity advisor Council, national systems operator and appointment of national transmission service provider.   

Supreme Courts have further determined that the definition on the national grid s lack of clarity.   

The courts however stated that the Bill could be passed by a simple majority if the amendments are made as per it’s instructions.   

Whilst the opposition wanted the debate on the Bill postponed, Minister of Power and Energy Kanchana Wijesekera assured that it will be passed with necessary amendments on Thursday.
