Colombo, Dec 26 (Daily Mirror) - The Criminal Investigations Department (CID) is currently recording a statement from former Health Minister Keheliya Rambukwella.
Police spokesman SSP Nihal Thalduwa said that a group of CID officers visited the Minister's residence in Colombo this morning to record a statement in connection with the import of substandard Human Immunoglobulin to the country.

In a truly democratic country like the UK or Germany, no one has to accept the "invitation" of the police, whether the accused or the witness. Even if the police make a “home visit,” you don’t have to let them into the house. (Otherwise, the police must have a judicial search warrant for an accused unless there is imminent danger.) Even if the police have managed to convince a judge for a major crime to issue an arrest warrant and take the alleged perpetrator into prison, he does not need to make a statement to the police. Everyone is only obliged to follow a judge's summons and testify. This can be enforced with compulsory detention. A witness must always testify, but an accused person has the right to remain silent, which, according to the law, may not be construed to be detrimental to him. Such rules ensure that police investigators work correctly, that statements are not forced through violence or blackmail, or that people are not persuaded to give false statements.

In a case involving stolen property, both the seller and the buyer are liable to be prosecuted with seller facing the weighted charge of “ knowingly committing the crime” and the buyer on a lesser charge of “negligence”. Similarly but in a more serious crime of “ transfer of substandard medicine “ here it was the Indians who sold the lethal medicine, hence if the CID fails to investigate the Indians and only focus on the “Sri Lankan buyers” then this whole probe becomes null and void; a classic game of total charade.
