You are correct. As per Article 44(2) of the Constitution, to be appointed a Cabinet Minister one needs first to be a Member of Parliament. Until one is sworn in as an MP before the Speaker he or she is not an MP. If he or she is not an MP they cannot be appointed a Cabinet Minister as per the Constitution..

Big win, even bigger responsibility. Watch what happened to MR RW parties and learn. The world is so different from what it was two years ago. Information flies beyond borders much faster than ever before. People are educated and aware of their rights and what they want. Ministers, Deputy Ministers, State Ministers, Deputy State Ministers, Their Secretaries, Provincial Council Ministers and their secretaries, other officials, drivers and so on...... Nothing is going to be different than the previous government.

President Anura must make use of the talented persons like Mr. Sumanthiran to the good of New Sri Lanka. His talents ca be better utilized outside the Parliament.
