Cabinet Ministers of the new government to be sworn in by President Anura Kumara Dissanayake at 10 am tomorrow, November 18, at the Presidential Secretariat, the President’s Media Division (PMD) said.

You are correct. As per Article 44(2) of the Constitution, to be appointed a Cabinet Minister one needs first to be a Member of Parliament. Until one is sworn in as an MP before the Speaker he or she is not an MP. If he or she is not an MP they cannot be appointed a Cabinet Minister as per the Constitution..

Ministers, Deputy Ministers, State Ministers, Deputy State Ministers, Their Secretaries, Provincial Council Ministers and their secretaries, other officials, drivers and so on...... Nothing is going to be different than the previous government.
