Colombo, August 24 (Daily Mirror)- A National People's Power (NPP) government will collect reasonable tax in a transparent manner and every tax payer will be informed of the taxes paid and how it is utilised by the end of every year through an SMS, NPP Leader Anura Kumara Dissanayake said today.
Speaking at a rally in Balangoda, he said this system will be introduced within two to three years after taking over the government.
"After two to three years time, we will send an SMS to the mobile phone of the tax payers at the end of every year, giving them an update on the amount of taxes paid by him or her and how the tax money was utilised such as on education, health road development etc. Then, tax payers will know how the tax money paid by them are spent," he said.
Dissanayake said people and businessmen like to pay taxes and that they do not like the tax money being looted.
"When a tax is paid, people must receive its benefits in return. We will collect a reasonable tax in a transparent manner," he said.

The many crony and corrupt businesses and individuals must be fuming, as their illegal practices and money making will be drastically affected. Developed countries don't do that. But they share Government Revenue vs Government Expenditure which are subject to audit by the government Audit chief. Sending a SMS is a useless idea. Instead you can publish government Revenue and expenditure details in the government information Web portal for anyone to see. AKD is saying that their party has no plans on how yo revive this country.

How can one get detailed reports such as how SMS utilizes tax? Also, I am not very sure how secure to share tax information through SMS as it tells someone's wealth. In recent TV interviews, Handunetige tried to justify not having their policies on the net and promoting a booklet. Also the huge cost. All these guys talk a lot about technology, without knowing the basics. Please use information technology, which is technology nowadays, to communicate with people.

The main issue is how much tax rate will be enforced under NPP government. NPP has so far promised to reduce VAT, fuel and electricity prices and disburse Rs 10,000 per month for low income persons. To fund these measures, income tax rates may have to increase to 50% or more. If not NPP will start printing money like GR did and causing US$ rate to go up to Rs 500 or 600. Why is NPP hiding its income tax plan?

For clarity to people who made negative comments. NPP has said that they will reduce the VAT for education, medical and food related, the cost of which will be bridged by collecting the unpaid taxes from liquor factory owners and other shrewd businessman with strong ties with the government who have not paid their taxes. These amounts runs into billions of rupees. Further, they can contain costs of maintaining our ex presidents and widows. These amounts are huge. Don't worry NPP government wont have to print money, to put this country on the right path. What we need is the dedication and no hidden agenda. Listen to one of Anura Kumara's full speech. The taxes he is referring to in this article is PAYE and Corporate taxes. Of course people and businessmen like to pay taxes and see how tax money is being used. In developed countries like UK, end of the tax year, the tax payer gets a notice to say how his/her/company taxes were used by the government. This is an excellent proposal.

Dear Saman, Let's assume NPP will successfully recover all unpaid liquor duties and taxes from shrewd tax payers within first few months. However to fund VAT exemptions, reduce fuel and electricity prices and give Rs 10,000 free hand-outs NPP will need 50 times more money than it would recover (from unpaid liquor duties and taxes). Also when the fuel and electricity prices are reduced we could expect tremendous increase in consumption of these items. When the government runs out of funds, only option they have is to print more and more money. Also when the fuel and electricity consumption go up governemnt need more $ to import oil and LNG. All these will results in an economic disaster which could be many times more than what we have seen 2 years ago.

Oh, I thought under the NPP rule, income taxes will be brought down to zero! Consumption tax will be no more than 5%. Further, I was expecting the NPP government to reduce lending rates to near zero percent with no loan collateral requirement and the minimum fixed deposit rate to increase to 30%. Moreover, I was envisaging that NPP will take from the rich and give to poor, so that destitute people like us will not be required to work at all. Likewise, I had high hopes that under NPP's rule there will be import substitution and all good and services will be produced by the government. So that foreigners will not grab our national assets. I had high hopes that all essential goods and services will be provided almost free of charge to the people!!!

The SMS is about how the tax money is utilised during a financial year. Eg, Defence 10%, health 4%, education 4%, loan repayments 15% etc. Also, there are many untruths being written which do not have a basis. This is not the only digital information system proposed, there are many more and they will take 2-3 years to implement. Is this the man who wannabe next president. Before talking about governing with taxes, this person should present a plan to generate more income among the citizens. Create an economic environment where people generate revenue. Right now he should send SMS to the people inquiring whether they have eaten at least a single meal during the day or the week. His intended strategy is a joke. Imaging a farmer or a SME owner getting SMS in the morning about paying the tax to the government. I wonder why this man hate those people capable of generating income with meagre resources they possess. Lopsided economic policies of JVP are not different from what Pol Pot introduced in Cambodia.
