All work cannot be performed from home. But the situation is understandable.

Work from home is not something everyone can do, or have the tools, or trained to do. It needs discipline and commitment. Even the systems in many companies and ministries are not set up for it. I think it needs a special expert committee to design such a system and educate the workers on it. It is time to use Slack, MS Teams, Skype etc.
