Govt in dicussion with IMF to revise PAYE tax:RW
Eheliyagoda, August 28 (Daily Mirror)- The Government is in the process of initiating a discussion with IMF to revise Pay As You Earn (PAYE) tax, President Ranil Wickremesinghe said today.
" Government has already submitted a proposal to revise PAYE tax to IMF. The IMF has also come up with a different proposal. We will go in for a dialogue with IMF in this regard and come into an agreement on the revisal. We will inform the people as to how PAYE tax will be reduced, " Wickremesinghe told a rally in Eheliyagoda.
" We will ease the high cost of living through our economic programme. This will be published at the manifesto launch which will be held today, " he added.
" Both National Peoples Power (NPP) candidate Anura Kumara Dissanayake and Samagi Jana Balawegaya (SJB) candidate have pledged to reduce taxes. They have failed to state as to how they are going to increase state revenue, " he said.

They will and now The rupee is falling again! Professionals and not the current or previous government Misfits are needed to come up with sound policies. Taking endless loans and using it primarily to service high government expenditures especially on so called selfish politicians is not the answer. Industries and resource management by professionals are needed to bring the income to develop the country and its people. Not endless international loans as seen over the recent past.

hi friends, all of them are funded and directed by foreigners. that way whoever come comes to power, they still control sri lanka and will be running sri lanka the way they want. it is just like western countries. in western countries, all of them are appointed by spacial intrested group and forward them to public to vote , that way, whoever come to power, she or he still under control by one group and their supporters. independent parties and leaders chosen by people most likely rightwing parties in Europe. And strongest independent, nationalistic party was belong to lady Sirima , but western spies overthrew her by using her party's corruption and destroyed that party by creating Rpakses faction. second, strong party was old unp, but that too destroyed west spies by killing of nationalistic members using tamil tigers and jvp.

Dear Ranil Sir, first of all, you need to protect your post and to do this you need to do all what can you do: but unfortunately, you have utterly failed: in the name of protecting economy, you are seeking a mandate from the people: today people are smarter than many of your MPs. 75 years of fooling is enough: You are holding up all debt payments in order to pass them to the next government and all the price will shoot up as and when your the election is over. Now. you try to use your political influence to play around with IMF and IMF is dancing to the needs of western leaders and you and West have a good relations not to help us but save the interest of you and your western leaders. You can increase government spending without IMF approval. You need IMF approval only to reduce PAYE. What A joke.

Suddenly he says he is discussing with IMF which means IMF is open for negotiation yet. But you maintained the IMF deal is over. Also you do not say how much of the PAYE tax you will ask IMF to reduce. So all this means you are fooling the people.

This is a long standing issue with Sri Lankan politics since 1950s. Government unable to keep up with solid long term plan. It seems like politicians can easily manipulate to make unwise financial decisions to sacrifice countries long term prosperity for short term gains. Then get into same cycle of poverty and destruction, run around the globe looking for donation from other countries with begging bowl. President’s priority should reduce foreign debt, create budget surplus, restore sovereign credit rating, increase revenue of government so everyone can live good life in this country.

It is true that everybody has to pay taxes. Making it fair is the issue. As it is the only people with recorded earnings pay when they earn and also pay as they spend with the various VATs BTTs, etc., etc., Personal income tax returns is a good idea. Only people with recorded income get caught, but not all. PAYE is a good idea which is impractical to enforce and manage. If paying an employee outside the company scenario is made a deductible expense as well as rent and utilities, tuition fees for children, etc., more people would be willing to participate. Do not throw out the bath water with the baby!

When it comes to collecting tax, IMF has not specifically mentioned on PAYE tax. So there is no point/ need to review PAYE tax with IMF, rather review the overall tax basket with them as a single source of revenue( VAT, Cess, vehicle import duties etc). As long as the goverment can manage their revenue flows and expenditure structure and manage the desired level of cashflows , IMF would not challenge. There is no need of a neither a goverment nor a finance minister for a country if everything needs to be reviewed with IMF before implementation.

You are not allowed to do any negotiations with an international agency to bind future governments to an agreement. You are now desperate and trying to hoodwink public. PAYE is not a tax. It is only an income tax collection mechanism. Taxes remain unchanged! Voters are wiser. If you change the PAYE mechanism as Gota did, state revenue reduces and 2022 happens again. Instead keep the PAYE mechanism as it is and reduce taxes where it stimulates economic growth.

If you can negotiate in making changes with the IMF why can't another government do. Your unreasonable taxes could be change by negotiating with them. For the public to go to the toilet also should they get permission from the IMF.
