It is called knowledge retention. When you have key personnel who have been involved in some key activities and they retire (or ceases to be a part of an entity) for the sake of smooth transition the individuals services are retained for a period of time to ensure smooth knowledge transfer to the new team. Given the number of critical activities in flight, foreign employment negotiations, tourism promotion campaigns are but two examples, the downside risk to jeopardising those important activities his high, if the a sudden knowledge vacuum. Of course the opposition parties would like any initiative for the betterment of the country to fail in the run up to the lection. So there winging and whining is understood.

Can elections change the dynamics of what was once a nice country but is now a failed state, doubt it the way things are going, no patriots just self-interest, no respect for the law , could it be due to foreign interference in our politics and their support, allegiances to the people are no longer considered necessary for their long term survival
