University educated should NOT be free. If even a small amount is charged the students will be spending their free time doing part time jobs instead of blocking traffic on the road.

The more these people do this, the less we are inclined to employ them. No one wants such disruptive elements in any company. What a waste of time and resources, they are wating the publics time and money,
