Colombo, November 2 (Daily Mirror)- The government has taken steps to complete the construction of the Central Expressway where discussions were held with the Japanese Ambassador to seek their assistance to complete its constructions, President Anura Kumara Dissanayake said today.
Speaking at an election rally in Kandy, he said the government will take steps to find solutions to the traffic congestion in Kandy.
He said a discussion was held recently to review the progress of the projects which have been launched in Kandy and that the government will take steps to resume the projects which have been halted at the moment.
"Most of the projects such as construction of the Good Shed Bus Stand have been halted. Plans were afoot to construct bus terminals in Katugastota, Peradeniya and Tennakumbura also. They are also halted. We will find money soon and resume the constructions," he said.

Borrowing for essential projects is how it should be done. Mattala, AirPort, Hambanthota Harbour, Lotus Tower are some of the projects done to earn commissions only with no productive purpose. Road projects were good, although the motivation for the politicians was commissions.

Yes they will pay but not be bankrupted. Jap and ADB loans are real soft loans with grace periods of 10 years to start earning from the project and never more than 1.5% pa. over next 15 years unlike Chinese loans at 6% payable on completion of project.

Yes, It will be a loan.If the estimate was US$ 10 Million it will stay at that and not increase to US$20 Million as it happened in the past. True, it will be another loan for unborn children. Japanese loans are given at very low interest rates. Viz 1% - 3% maximum. Besides that we can find a good contractor who do GENUINE construction.

They promised to amend the IMF agreement and remove taxes particularly on essential items. Reduce the fuel prices after removing commissions and reduce the diesel price to Rs. 150/=. Blast the rice mafia. Cancel all unsolicited contracts. All was to be done in a short time with executive powers. But, nothing has been done and 7 M people starve as Ranil's time and no difference to Ranil's time. The advance repayment process which was to be started from 2028, not changed though the IMF wanted to start from 2033. Talks only. No Action. Just compare the 100 day programme of the good governance, for being aware what and how talks can be fulfilled.

AKD is on an election campaign and he is telling the people what he is going to do not about the economics of the project big or small.We should reserve such comments for later .He has shown that he is willing to work with the authorities and once he is returned hopefully with a working majority he will be in a better position to answer these questions with his team. It's good to get a interest free loan from Japan to complete the projects abundant by China and their contractors. The quality of work up to now by the Chinese contractors and RDA is extremy poor. We ha to find a solution for that issue also.

Is it a priority even if we are going for a soft loan there are more pressing needs which the country is facing consequent to the bankruptcy. We need politicians who will prioritize all projects instead of haphazardly going for loans even when countries are offering these loans. If it is grant it is welcome but just to show that the government needs popularity it will be like following the footsteps of MR who did not know a head or tail of the consequences when loans are taken even for the best thought out projects.!!!!

I entirely agree with Smith Gamage. Jaffna airport should have been upgraded to international standard like Thiruchinapalli air port in Southern India. They were able to uplift that airport for the Tamil Nadu state. If we have two states in one Sri Lanka, the North East state would have upgraded Jaffna airport. The fundamental basic attitude is DO NOT DEVELOP NORTH AND EAST. EVERYTHING FOR SOUTHERNERS. KKS cement factory machines were taken south, Valaichenai paper factory moth balled, Paranthan chemical factory machines sent south and raced to the ground, Atchuvely glass factory raced to the ground under the pretext of security, Thousands of very cultivable land taken over by forces ??? For their security. Infact the extensive Palaly airport lands more than sufficient for their security and so on.

He was against construction as planned by MR just to get to Hambantota by car. Expressways should cater to 40ft containers to move goods quickly but this expressway did not cater to that. Most if not all expressways abroad allow heavy vehicle loads as this is logistically correct and needed.

Never build a highway to Kandy. Let those arrogant people who gave the country to British suffer. Build roads to north central, covering Anuradhapura, Dambulla or Jaffna. More accessible then more open, stops the next war mongering person.
