Colombo, October 8 (Daily Mirror) - The appointment to the post of Commissioner General of Registration of Persons has been assigned on an acting basis.

The post of Commissioner General of Registration of Persons has been vacant from September 24, 2024.

Accordingly, Ms. M.S.P. Sooriyapperuma, a Special Grade officer of the Sri Lanka Administrative Service, who is currently working as an Additional Secretary of the Ministry of Public Security has been appointed as the Acting Commissioner General for the Registration of Persons.

Congratulations Mrs. Suriyapperuma. You already have the most valuable data base of the country with you. IT experts can help to integrate same with say for example the IRD (Tax Dept). Currently the Tax Dept gives a TIN (Tax Payer Identification Number) by adding -7000 at the end of the National ID (NIC). Just imagine if the DRP and IRD is linked, with one data entry, on the 18th birthday every adult will automatically have a Tax File opened. You dont have to wait for the Indian sponsored UID to come into play to do such (comparatively) simple integrations but the "single entry"for any transaction concept will make government services so much more easier for the public.

DRP and BMD (Birth Marriage and Deaths) IT systems should be interlinked as a priority. Today when a person dies we get the doctors confirmation of death - a manual document, then the same information is written manually at the GramaSevaka and then you go to the Registrar of deaths who will once again manually write all the details and add a few extra lines like place of burial or cremation. Then about one year after the death, a scanned copy of the manually or handwritten death certificate is in the district secretariat BMD unit. What Mrs. Suriyapperuma needs to drive is the necessary cabinet approval to legalise the use and secure integration of the CURRENT DRP held data base which will be the master data base from which personal data will be fed to all other requirements. No need to wait till the Indian sponsored UID is installed to do some of these relatively cheap systems integrations. Get grants from a donor agency like USAID and do the integrations.
