What does this have to do with postal voting? It is just an normal election that is staggered in time and place. A real postal vote, as is common in western democracies, means that every voter is entitled to do so without giving a reason. On request, voters receive the voting documents sent to their home, even those who live abroad. There they mark the ballot paper. This is placed in an envelope. This envelope is placed in a larger envelope together with the voting card and sent by post to the office of the Election Commissioner. There the voting card is checked and the sealed envelope with the ballot paper is placed in a ballot box. After the end of the normal election, the postal ballot papers are counted.
