While Opposition MP Dayasiri Jayasekera alleged that the President's Secretary had issued a circular prohibiting Ministers from meeting heads of foreign missions without the permission of Foreign Affairs Minister, Leader of the House Bimal Ratnayake denied the claim and said he had met a diplomat yesterday.

“The President's Secretary has issued a circular prohibiting Ministers, secretaries and Governors from meeting heads of foreign missions without the permission of the Foreign Affairs Minister. We wonder why these restrictions are imposed on the Ministers. This is a North Korean type move,” MP Jayasekara said.

“This is not correct at all as I met the Australian High Commissioner a while ago. He is still in the Parliament premises. I can introduce him to you,” Leader of the House Ratnayake said.

My opinion it’s a good move. Most of the things against the government are plotted via foreign diplomats. If the ministers want to meet the foreign delegates then they should have a valid reason instead of just wasting precious government funds.

This is not a bad move. When a Minister wants to meet a Diplomat contact the Foreign Minister discuss the issue with FM and with FM approval meet the Diplomat. This will arrest corruption. The whole country knows what Minister Siripala did with the Japs and the Jap Diplomat making a complaint

MP Dayasiri Jayasekara: As an experienced parliamentarian you know how clueless the Parliamentarians are. Some Ministers do not know the difference between Peoples Republic of China and Republic of China. Then there are Ministers who do not know that if they are invited for a function at an Embassy they have to attend on time not 1/1/2 hrs late.If they cannot attend inform the Embassy that they cannot attend and send the Deputy Minister. Then there was= were some Ministers of the previous Government as soon as they were appointed, they go to an Embassy and ask for Commissions from the Projects that country is financing. So, it is better to prohibits Ministers from meeting foreign diplomats.

Dayasiri, am I missing something here? what is the issue? Introducing a system to streamline or to control is good. Because there was no proper system in place you were able to benefit (massively) from the President Fund. If there was a proper system in place, you and other politicians would not have received a cent from the President Fund.

There is no point in Dayasiri literarily taking the direction of the President's secretary. What was meant by the direction is not to negotiate or have any official meetings with foreign diplomats proper permission. There is no restriction in casually meeting and no one can restrict that.
