Colombo, August 28 (Daily Mirror)- A future National People's Power (NPP) government will develop the Trincomalee oil tank farm as a joint venture with Ceylon Petroleum Corporation (CPC) and a foreign investor, NPP leader Anura Kumara Dissanayake said today.

Speaking at a rally in Kanthale, he said a refinery would be constructed in Trincomalee and fuel would be exported through the Trincomalee harbour.

"We have 99 oil storage tanks. We can store 10,000 metric tonnes in one tank and one million MTs in the entire tank farm. We have excessive storage capacity than our requirement. Trincomalee harbour is situated in a strategic location .So, We can be an oil exporting country. We want to establish a refinery in Trincomalee and store refined fuel in our storage tanks and send to the market through the harbour," he said.

Dissanayake said CPC cannot initiate the project alone and added that the NPP government will give life to the Trincomalee oil tank farm as a joint venture with CPC and a foreign investor.

"The Oil tank farm has gone to waste now. We will give life to it," he said.

So you have a preferred foreign investor in mind, that means you have already made some deals with foreign parties to sell the oil tanks. So in this case , how you are better than others. Is this not corruption? Don't you know that Indians have taken these oil tanks and purposely keeping it unused for strategic purpose. And about exporting fuel, who will buy fuel from us when they buy directly from oil producers.

Voters. Think. What makes NPP any different to all the others who have governed the island? NPP has said in multiple speeches about getting foreign involvement to manage different resources. Are there no local experts? I guess there is a flood of money that comes in with kickbacks when foreign companies are involved. Don't fall for NPP's anti corruption rhetoric! Neither government nor CPC has ability to do a capitol investment given that we indebted beyond our capacity. Storage is a small portion of establishing oil refinery, logistics, ports etc. It is highly unlikely an investor put his money to project like this. World is going to see fossil fuel consumption going down creating excessive refinery capacity, so no way this is going to happen.

Another hollow talk. Just because of we have some corroded oil tanks in Trinco AKD wants to build a refinery costing at least $10 billion. First find an investor to do it and then talk. Sri Lanka tried to attract various parties to build a refinery number of times in the past but all the investors backed down.

We will be an "oil exporting country"? Do we have sufficient oil to extract to export competing with other oil exporting countries? Do we have the comparative advantage of exporting oil? If were to export fuel (petrol, diesel, etc.), who will buy our stuff, given the unit cost will be higher than the rest of the world? BTW, would the putative foreign investor invest for the benevolence of Sri Lanka? So, he will NOT be profit-motive and allow all profits to remain with the CPC, is that so? Can anyone please teach the NPP economic theory?

May be they want Ranil to win and then carry on what they have experience in doing I.e. protests, strikes, destruction and disruption.
