Video: Kottawa-Kaduwela Highway opened

The first phase of the Outer Circular Highway from Kottawa to Kaduwela was declared open by President Mahinda Rajapaksa.
The President opened the access road to the Expressway from the Kottawa interchange with a participation of a large gathering.

The 11 km long Highway was constructed at a cost of Rs. 27 billion funded by Japan.

the funding from japan is a loan and not a donation. its more than 20 lakhs for a meter and more than 2 billion (2000 million) for every Kilometer. via DM Android App

Not trying to be pro-government or anything, But we really need proper infrastructure to run our economy on. And these are essential investments. Sometimes from an economical point of view, you have to think about the long run.
And without these "loans" sri lanka can never generate the CAPITAL for projects.
For higher speed limits, you need to reinforce the structures. Sometimes you have to stick to the budget.
And 80kmph is definitely better than bumper-to-bumper traffic.
