Misuse of state resources regrettable - EC

The Elections Commissioner issuing a statement regarding the recently concluded Local Government elections stated that it was regrettable how some political parties and groups conducted themselves both before and during the polls and stated that the misuse of State Resources and State owned media was also regrettable.

However he added that concluded polls were conducted in a “fairly pleasant atmosphere when compared to polls in previous local authority elections”. (Gandhya Senanayake)

By going through the election results, I am compel believe one of this "Rajapakse is a clever leader or he is a clever cheater". Because I know the majority of the people going through a tough time meeting the daily needs, despite this hardship, we see majority of the people have endorsed his policies. The question I cant answer is this majority by "Hook or by Crook".
