Does this mean that anyone found violating law/s in these areas in a state of inebriation will be dealt with in accordance of the law and political candidates' nominations will be considered null and void?

Hoochers would have stocked liquor well in advance. This is what they do for the poya day liquor restriction too. Or else they buy it from the illicit joints receiving government and police patronage.
