The United States today submitted the draft resolution against Sri Lanka to the United Nations Human Rights Council (UNHRC).
Welcoming the constructive recommendations made by the LLRC in its report but, the resolution also notes with concern that the report does not adequately address serious allegations of violations of international humanitarian law.
It also stated that the report of Sri Lanka's domestic Lessons Learnt and Reconciliation Commission (LLRC) and its findings and recommendations while acknowledging its possible contribution to the country's national reconciliation process.

Draft Resolution: Promoting Reconciliation and Accountability in Sri Lanka (3/6/12)
Guided by the Charter of the United Nations, the Universal Declaration of Human Rights, the International Covenants on Human Rights, and other relevant instruments,
Reaffirming that States must ensure that any measure taken to combat terrorism complies with their obligations under international law, in particular international human rights, refugee and humanitarian law, as applicable,
Noting the Report of Sri Lanka’s Lessons Learnt and Reconciliation Commission (LLRC) and its findings and recommendations, and acknowledging its possible contribution to Sri Lanka’s national reconciliation process,
Welcoming the constructive recommendations contained in the LLRC report, including the need to credibly investigate widespread allegations of extra judicial killings and enforced disappearances, de-militarize the north of Sri Lanka, implement impartial land dispute resolution mechanisms, reevaluate detention policies, strengthen formerly independent civil institutions, reach a political settlement involving devolution of power to the provinces, promote and protect the right of freedom of expression for all, and enact rule of law reforms,
Noting with concern that the LLRC report does not adequately address serious allegations of violations of international law,
1. Calls on the Government of Sri Lanka to implement the constructive recommendations in the LLRC report and take all necessary additional steps to fulfill its relevant legal obligations and commitment to initiate credible and independent actions to ensure justice, equity, accountability and reconciliation for all Sri Lankans,
2. Requests that the Government of Sri Lanka present a comprehensive action plan as expeditiously as possible detailing the steps the Government has taken and will take to implement the LLRC recommendations and also to address alleged violations of international law,
3. Encourages the Office of the High Commissioner for Human Rights and relevant special procedures to provide, and the Government of Sri Lanka to accept, advice and technical assistance on implementing those steps and requests the Office of the High Commissioner for Human Rights to present a report to the Council on the provision of such assistance at its twenty-second session.

Why is it that we have to keep asking other people to check if their backyards are clean? We, as a nation, both people and politicians, no that there have been and continue to be widespread human rights violations on the country. Why wait or give other countries the opportunity to criticise us? What they are saying is correct, it doesnt matter that they have violated human rights as well. We need to look at ourselves, and worry about our people. All this anti-western, anti-UN, anti-international community feeling and hatred is bred by the current government to divert attention from the facts. People commenting here, please open your eyes.

we dam amis, it is ok, the govt. should implicate rush llrc recomandations, that is what we too are looking for and the other points govt. should look in to it cos it is human, as to see we all want the same thing but only we, the volk of sl, our govt. fabricate diffrent thing for there own sake, let us handel this in right way, not like fools s that we loose more than we earn, remember 70s where we had to quaea for a loaf of bread,a peace of cloth, no milk power, forgine currency & import restictions, rice rations are just a bit to mention.

There is nothing wrong with the resolution the USA wants to pass. Sri Lanka asking for time is a ploy towards non-implementation as the LLRC recommendations issued an year ago have up to now not been implemented.
Let us be honest, the recommendations in the LLRC report benefits the people of the country as a whole.

You can't get UN to pass any resolutions, because all UN & UN agencies heads from 3rd world countries, and these heads of UN agencies working on US agenda to police the whole world. Exactly true!!! We are just a bunch of hypocrits. When we and our children look for greener pastures in the West, we even try to become citizens of these very same countries that most condemn here with their comments. LLRC report is a product of the Sri Lankan government. We should have implemented the recommendations long before the Geneva Conference. By not implementing the recommendations of the LLRC, the government is trying to hide behind it by drawing the attention of the people away from various domestic problems like the cost of living and daily escalation of prices by diverting their attention to hate politics against the West.

There were countries such as Canada, Aussie, UK and France willing to table this motion.
But US involving directly in to it send a clear message to all. Even India find it difficult to make a decision and that speaks a lots.
China, Russia can do anything here as no veto here and perhaps that's why it is in Geneva.

Oh yes, Russia has a great reputation for peacemaking.Their iInvasion of Afghanistan allowed the taliban to take over and caused all the current problems and their invasion of eastern europe caused misery for decades. Chinese invasion of Tibet and their support for regimes in Burma, Laos, North Korea, Vietnam and Cambodia saw the slaughter of millions of buddhists. Indians fighting in Kashmir and with most of their neighbours and problems between races and castes everywhere in their own country...Give me USA and its' allies any day!

First and foremost, the USA should cleanse both her hands up to her shoulders of the heavily stained blood of countless Iraqis and American soldiers, Afghans, Pakistanis, Osama bin Laden and Ghaddafi and Libyans etc etc before talking oflapoplication of internatinal law on others specifically those who routed the deadliest terrorist group, like the ocutapus with tantacles around the globe. Though the Octapus' head has been cut off, the tentacles are active and have taken a satrangehold on Pillay's neck and the necks of Obama and the EU. I do hope in the end justice will prevail with the realisation that Sri Lanka did what it had to do - that is act to bring about peace and economic progress, which the US and EU at the behest of Pillay are trying to undermine. Let the US and EU not forget that Pillay is a Tamil and to her and her like revenge is sweet. Sri Lanka may be a small country but she has proved that she is a lion among animals.

Sri Lanka can probably defeat this resolution by arguing for more time and space to respond during the UPR in October 2012. But actual implementation of solutions and satisfactory progress in this regard are needed to prevent repeated future attempts and finally put these issues to rest.
