This is all attention seeking. The canteen owners can raise prices as they wish as each shop has different ingredients, quantity and other variation. The 10% reduction is another publicity stunt, as today they can raise by 20% and lower by 10% tomorrow and claim public get saving, but that's just like tricks politicians use.

Canteen owners can reduce at least 40% since prices of vegetables, flour and gas has reduced more than 40%. Unless you do that most of the customers will prepare food at home. I can see some of the restaurants that was crowded before pandemic is drying now.
