The Easter Sunday attacks were caused by the volatile nature of the government of the time, MP S.B. Dissanayake said.
"The incumbent President and the former President both must accept responsibility. Former President Sirisena was not aware of the importance of the National Security Council," he said.
According to his research, the ISIS (Islamic State) terrorist organization was initially planning to retaliate the New Zealand mosque attacks, Afghanistan and then planned to attack the Kashmir border, which also resulted in failure, he said.
