Before giving voluntary retirement comensation a law should be introduced to prevent politicians and any public official to employ new staff. Other wise 100 ppl will go in VRS and 500 new recruits will be employed to a non existing job. I won't be surprised even if the same ppl who went in VRS get reemployed as a new recruit.
