The beetle knows this very well, nobody cares for hygiene in our country and it took refuge in the tea exported to a country which exports in return asbestos for us. We stopped asbestos they stopped our tea..........so whether there was a beetle in the tea is a million dollar question! However, 'a storm in a tea cup' is a better suited phrase.
