Tourists should be MORE than advised but WARNED to be careful being on the Railway Track which is an OFFENCE according to the Laws of Sri Lanka enacted during British Colonial times when these Rail Tracks were built. AVOID POSSIBLE ACCIDENTS- Prevention is Better than Cure!

I have been to 9 arch bridge. I approached from one side and that was through private gardens and kitchens in most difficult paths. Surely the local council and tourist board MUST develop this site including a plaque describing its history. They could actually make it a acceptable attractive site with seating areas, photo booth etc to help visitors to spend a longer time.
