IMF wants budget cuts, it is not doctors and civil servants who are most bloated, but the military. It is the army leadership who gets greatest benefit from tax payer funds, they do next to nothing since it is peace time, and make easy money. The army is also over-large. When it is cut back to say 20,000 then country has chance of balance budget, till then country will continue to be in deficit.
