It is Station Masters in charge of departing trains who allow trains with passenger going in dangerous manner to go. Also the driver leaving station without double check with station master if all passengers inside the train is also a big issue. Drivers driving off with passenger outside train is the biggest problem. Action must be taken against the driver, and Station Masters.
