Unless the Judiciary is made COMPLETELY independent without political interference this problem will not go away.
The Judiciary, Legislature, Executive must be fully independent of each other.
The main problem currently is this.

The Police way of counting in and counting out. They know the fine art of looking without seeing what they have been asked to overlook and not oversee.
