If you take a good look those sites been hacked are all open source CMS based, and those websites contain many patches that can be easily hack by anyone. Also you can do it by watching some of Youtube videos.

Govt will have to ask a loan from China to spend on cyber security... who better than chinese hackers who occasionally attack govt web sites of USA including FBI and CIA
