In EP, Govt. party got only 200,000 votes out of 600,000 votes polled-means 1/3 of polled votes and 1/6 of total votes as only 50% voted. Is it a victory?

This was an eyeopener for the President. At a future Presidential Election the incumbent President will not be able to abuse the State Media. This was clearly indicated in the manner how the Elections Commissioner acted. I'm sure the Elections Commissioner will also come-up with a way to stop the abuse of State Property by the Ruling Party at future elections.
