The construction of the Sakhaya Colony has been halted since a long period of time. Residents of the Kahapola area claim that the land has become a haven for drug users. The construction of this colony commenced in 2017 at a cost of Rs. 500 million over a 78 acre land at Regidale Estate, Kahapola, Piliyandala.
