Being to greedy will bring down the revenues expected and more and more licit liquor and tobacco will flood the markets.

Cigarettes revenue increased with which category cigarettes people are smoking all cheap end cigarettes some have no filters that will cause somany issues with smokers and will put innocent lives in risk....government must take safty precautions if that's the case
