Mahindananda passes the buck to AG over Chinese fertilizer issue

Claiming that there had been no malpractice in connection with the import of Chinese organic fertilizer shipment, former minister Mahindananda Aluthgamage said today everything connected to the import had been done in accordance with the instructions of the Attorney General.

He told Parliament that the AG had only instructed to take legal action against the Chinese Company. He said international tenders had been called, a bond of USD 50 million was signed and USD 6.7 million has been paid in connection with the import of the organic fertilizer shipment.

Mr. Aluthgamage said however, he had no connection with the import of the fertilizer shipment and that it was carried out by the state ministry which wss tasked to deal with fertilizer import. (Ajith Siriwardana and Yohan Perera)

When did the gazette issued for banning artificial fertilizer and when did the ship arrived closer to Colombo harbour? There seems to be some corruption on our side. Surely if it passed international tests, to have failed afterwards seems like the testing officials may have received payment from those gaining from the failure of the organic project. How can say our officials were never directly or indirectly influenced to fail the shipment, without there being a real cause for it? Later our officials had tried to get the Chinese Company to export chemical fertilizer out of China when there was ban on such. In European country organic produce is high value, and there would be a market there if the industry had organic produce industry had gone on further here. However, organic fertilizer companies keep away from chemical fertilizer like hospital company keep away cigarette production and distribution. So, our officials now seem most outlandish in the requests and expectations.

When ever items are imported the quality controll inspects it by getting a sample to see if it is tallying with the purchase order and inform to the minister through the AG right to accept. If the farmers can identify instantly how come the authorians faulted.

The biggest issue was the testing. How come no one - importer company, Minister or AG did not know we had a Fauna and Flora Act which is final arbiter for imports into SL.? If they override that Act and allow imports on test reports from any other, we are sacrificing sovereignty and open doors to any muck.

I suspect that AG gave advice when the contractual dispute occurred at a later stage. The question is who placed the order in the first place and made payment arrangements? I am sure it was not the AG.
