Accreditation – A Vital cog in the wheels of Justice!




Accreditation is the official recognition given to individuals or organizations that meet specific standards in their field of expertise. In Sri Lanka, accreditation is granted by recognized local authorities or professional Bodies to ensure quality and competence in various fields like medicine, engineering, and forensic science, etc.
Sri Lanka’s legal system is based on Roman –Dutch law, with a strong emphasis on fairness, justice, and the Rule of Law. The judiciary is independent, and the Courts are responsible for interpreting and applying the law impartially. Accredited reports help expedite legal proceedings by reducing the likelihood of prolonged challenges to the validity or credibility of the evidence. Internationally, the International Laboratory Accreditation Cooperation (ILAC) sets global standards,facilitating mutual recognition of accreditation across countries. The Government Analyst’s Department (GAD) is accredited by both SLAB and ILAC, which guarantees that its procedures meet both local and international standards. This dual accreditation provides assurance to Courts, legal professionals, and the general public, that the evidence produced by the department is accurate, trustworthy, and widely recognized across jurisdictions. Forensic investigations including drug analysis or toxicology reports, and some food safety analyses all under rigorous quality checks to meet these standards, ensuring the reliability of the evidence in legal matters.
The GAD’s forensic laboratories conduct a wide range of scientific analyses crucial for criminal investigations. These include the examination of substances such as drugs, poisons, firearms, and explosives, as well as the identification of human remains and other forms of physical evidence. The department’s work often serves as the foundation of criminal investigations, with their reports and expert testimony playing a critical role in determining guilt or innocence.


For example, in cases of drug-related crimes, forensic toxicology reports prepared by the GAD can help prove whether illegal substances were present in a suspect’s system or in the environment. In homicide investigations, forensic experts from the GAD may examine further autopsy analysis, toxicology findings,and other physical evidence to establish cause of death and whether foul play was involved. The GAD operates ten accredited laboratories, covering a broad range of disciplines including forensic science, drug analysis, food and liquor analysis, toxicology, and chemical testing. Each of these laboratories is required to follow strict protocols and procedures to maintain accreditation status. Regular audits, inspections, and assessments by both local and international bodies ensure that the laboratories comply with the necessary standards. The forensic laboratory is one of the most critical branches, handling cases that involve crime scene investigations, drug analysis, firearm and ballistic testing, and toxicological assessments. Forensic science is an inherently precise field, where even small errors in testing or analysis can have far-reaching consequences for a Case. By maintaining accreditation through SLAB and ILAC, the GAD ensures that all forensic processes meet international standards for quality and accuracy. Similarly, the GAD’s food analysis laboratory plays an essential role in public health and safety. The laboratory is responsible for analyzing food samples for harmful substances, including pesticides, adulterants, and microbiological pathogens.
Another key aspect of maintaining accredited status is ensuring that the staff at GAD are well-trained and continually updated on the latest methods, technologies, and best practices in their respective fields. Accredited laboratories are required to have trained professionals who understand the procedures and standards necessary for carrying out analyses according to the highest levels of quality. The staff at the GAD undergo regular training and professional development programmes to keep pace with advancements in forensic science and laboratory testing. This ensures that they are well-equipped to handle the complex challenges posed by modern legal cases, especially as forensic science evolves with new technologies and methodologies. Accreditation bodies, such as SLAB and ILAC, regularly inspect these laboratories to ensure that the personnel meet the required competencies and that they follow strict protocols in all testing procedures.
