A provincial secretary has prohibited the council employees from riding the elevator he personally uses.  

This secretary, a political appointee, has developed a strong aversion to the nearness of employees, who, he says, smell of sweat and body odour, they say.  

This high-up would use the elevator alone when there are several employees awaiting a ride to their respective floors.
