CEB inks US$ 132mn power purchase agreement with Rividhanavi

The Ceylon Electricity Board (CEB) and Rividhanavi (Pvt) Ltd. entered into a US$132 million power purchase agreement yesterday for a 100 MW ground-mount solar project in Siyambalanduwa.


The agreement was inked by Power and Energy Minister Kanchana Wijesekera and Rividhanavi (Pvt) Ltd, a consortium of shareholders which includes Lakdhanavi Ltd., Windforce PLC and The Blue Circle PTE Ltd of Singapore.

The power plant, which will be operated on a Build-Own-Operate (BOO) model will be set up across 219 hectares, and have a transmission line of 27.5km, 132 kV, from Siyambalanduwa to Monaragala GSS. The collector substation is 2 x 63 MVA, 132/33 kV.

Transmission infrastructure is to be built on a Build-Operate-Transfer (BOT) model. The energy price is set for US$ 8.00 per kWh for the 20-year contract period. The project was advertised by the Ceylon Electricity Board (CEB) in September 2022, evaluated in 2023, and awarded to the lowest and most successful bidder at the end of 2023.
