The Cabinet of Ministers has approved a proposal to formulate a long-term ‘Human Resource Development Plan’ for the public sector with a broad stakeholder engagement to enhance the efficiency and productivity of the country’s public service.
On Monday, the Cabinet of Ministers approved a proposal presented by the Minister of Public Service, Provincial Councils and Local Government, Janaka Bandara Tennakoon for this exercise with the participation of all relevant parties.
The Department of Government Information noted that the Public Administration Circular no 0212018, dated back to 2018 emphasised the need of preparing a Human Resource Development Plan for every public institution. The circular recommended heads of public institutions to appoint a senior official within their organisations for the preparation of human resource development plans and to follow their own creative methodologies for their preparation.
“This human resource development plan should be updated at least once in two years. The capacity development of the institution according to the human resources development plan is the personal responsibility of the head of respective institutions. However, the responsibility for the preparation of human resource development plan, organisation of capacity development programmes and conducting of competency development programmes should be entrusted to a senior officer of your institution,” it stated.
