Norris Canal starting from Colombo National Hospital was built during the British colonial period to prevent the area from being inundated during rains to suit the requirement of people back then. The canal commencing near the National Hospital goes through Dematagoda and along Baseline Road and joins the sea near Wellawatte. With the population increasing, the number of illegal settlements in the area grew. Japan granted funds in 1994 to widen the canal and all the illegal settlements were to be removed.

However, the project halted. The canal was only widened near Baseline Road and there was no construction near Siridhamma road and Dematagoda. With the population growing, the amount of waste disposed increased. The canal is reeking as the locals dispose garbage and feces in the canal.
When the canal overflows during rains, the locals face extreme difficulties. Some polluted water flows to the sea as well. Authorities should pay attention on this matter to find immediate solutions.
