The Provincial Council system, in the absence of a sustainable political settlement, was mere hollow structure devoid of authority, the Chief Minister of the Northern Province C.V. Wigneswaran said in a letter to President Mahinda Rajapaksa on Tuesday.
The letter follows the boycott of the Northern Provincial Council members at the District Coordinating Committee Meeting held in Jaffna with President Mahinda Rajapaksa on the Chair.

The Chief Minister hinted that the visit of President Rajapaksa to the North could be a politically motivated event.
Wigneswaran said although the government had claimed that the NPC had been allocated six billion rupees, it had in fact allocated 1.8 bn, while the rest was channeled through the governor.
