Prior to the passage of 20A, the top men in the coalition went into a huddle to discuss, among other things, how to ensure the ‘two-thirds support’ for the Amendment.
What worried them was that counting out the ‘chair’, the tally remained at 149, one short of the magical number and one vote out of the 149 too was uncertain. While the participants were going into the nitty-gritty of the matter, a gabby politico, a leader of a constituent political party had got a sudden brain wave.
“I got an idea how we should get one more vote!” he announced.
“What is it?” they all queried with a burst of new interest.
“Let us forgo the ‘chair’ of the House for two weeks,” explained the party leader. “We can offer it to someone in the opposition. Once relieved of the position, the present ‘chair’ too can vote for the Amendment!”
This suggestion brought derisive laughter from all present.
At this stage architect of Pohottuwa addressed the group. “Don’t worry about the two-thirds majority. The matter has already been taken care of!”
