Being between the devil and the deep blue sea!

A request made by a top team member to the head of an institution under his purview has placed the latter in a very awkward position, they say. 

The top team member had asked the institution head to recruit to the uniform-wearing service functioning under him the  ‘boys’ who helped the former  at the last general polls to carry out propaganda work like pasting posters. 
Following this request from his political boss, the institution head had looked into the basic qualifications of  the ‘boys’ seeking jobs and had found that none of them possessed at least the minimum qualifications.

This top team member himself had once held a high post in the state service. At one time he used to contest a seat in a remote area. However, he made it to Diyawanna last time from the Western province. 

The Diyawanna political authority is said to be insisting that his ‘poster pasting brigade’ be recruited to the uniform-wearing service and the institution head who does not want to depart from the proper recruitment procedure has now found himself between the devil and the deep blue sea, they say.
