Firing and hiring to please the political authority!

This person who was appointed to a high office thanks to political influence, has pressed the heads of institutions coming under his supervision to tender their resignations forthwith.   

This new high office holder would summon the institutional heads to his office, give them a blank sheet and asked them to write their resignation then and there, they say.  

He would explain to the institutional heads that they are required to resign because the political authority above him wants to appoint his own men to these posts.  

He had made new appointments as soon as some institutional heads had tendered their resignations to fill the resulting vacancies.  

However, some high-ups have put their foot down saying they would not resign.
