Of late, the heads of government departments and other state institutions have made it a practice not to implement any new proposal, plan or project without the written approval of the authorities at the highest echelons in the state sector.



As a result, files pending attention are piling up on the desk of a secretary of a key line Ministry, they say.

Some departmental heads are said to be in the habit of referring even minor matters to this Ministry for written approval further contributing towards the ever growing backlog.  

The New Big Boss after being apprised of the situation had decided to consult the top three bureaucrats of the previous regime on how to dispose of the pending matters expeditiously.

The New Big Boss had already sought the advice of the former white collar bigwig who was once called ‘the economic hit man’.  
He is now in touch with the other two who helmed the main secretariat and public administration respectively, they say.
