Polls Chief describes the three states a boozer can attain!

The Elections Chief at a recent media briefing explained to the journos the circumstances that lead to political clashes.
He said that these clashes could be prevented or reduced to the bare minimum, if the political party activists are kept away from liquor. Once drunk, these activists would go insane, he said. To drive home his point, the Elections Chief said: “There are three drunken states a tippler or a boozer would usually reach.
His eardrum ruptures when he reaches the first stage. At the second stage, his head dips into his pocket. When the boozer reaches the third stage, he would call his dog ‘machang’ and he himself would move on his fours!”
