Colombo, Jan 21 (Daily Mirror) - police implement the action of sending fine sheets to bus owners based on CCTV footage from tomorrow, the Lanka Private Bus Owners' Association (LPBOA) said they will refrain from operating buses from tomorrow.
LPBOA chairman Gemunu Wijeratna said the police have planned to send fine sheets based on CCTV footage from tomorrow.
Addressing the media he said that it is unfair to send the fine sheets related to the mistakes of the buses to the owner of the bus.
He said police have taken the decision without having any discussions with the bus association.
It is unfair to send the fine sheets related to the mistakes of the buses to the owner of the bus, Wijerathna said.
He further said that the bus owners will agree to this proposal if the bus priority lane is implemented and proper arrangements are made for operating buses.

yes, its a good idea, But unfortunately there is a lot to do to the infrastructure before implement those stupid rules. Eg, have separate bus lanes, speed limits on every new entry and exit points, proper lane marking, well control signals, filter roads, proper directive sign boards etc.

I miss those times in the past , when all buses were nationalised and we had well mannered bus drivers and conductors . The red London double decker buses in Colombo and Jaffna was a “treat” to travel or even watch. It was the J R Jeyawardana’s stupidity of privatisation of the public transport that has brought hooligans and thugs to control the buses today.

What anarchic thinking. Because modern and efficient technology is being introduced for law enforcement, a group of road users wants to be exempt from law enforcement. The already questionable and unpopular private buses use extortionate methods to request a license to commit crimes. Since when do the police have to ask potential criminals and street hooligans when new methods of public protection and law enforcement are introduced? Let them strike. After 3 days, all buses will be back on the road, otherwise the owners will not be able to pay back their loans and the families of the drivers and conductors will start to starve.

Bus owners need to take responsibility of their drivers action. This happens in every country except Banana Republic. The owners need to maintain a log of which driver operates which bus during which hours and they can simply pass the fine sheet to the driver... Gemunu for President hahaha

Quite common overseas for fleet vehicles. The owner needs to know who was driving the vehicle at a particular time. Hence a log book or some other record is maintained. This threat by the LPBOA confirm that they support and are party to the lawlessness on the roads. No wonder busses are a menace on our roads.

To be fair with the bus drivers say one way short distance bus 15 to 20 km at peak hours in the morning. The mental trouble this driver takes to take the passenger to the final destination is not easy with all obstructions in the road.You cool and calmly look at the CCTV and fine the driver for small mistakes is not called for!!

Why doesn't LPBOA chairman want fine sheets sent to owners of the bus, is it because he feels that he own the public transport and hold the public hostage. Does he think the owners of the association and the drivers are above the law that they dont need to be issued fine sheets. Why has all decission with regards to traffic violation has to be discussed with all drivers and owners, if you obey the traffic rules there is no need to be afraid of any new laws.

I think we need to have few big companies with government ,private ownership to operate buses. These bus owners are taking everyone for a ride. They violate every traffic rule and their employees drive the busses like lunatics but the owners do not want to take responsibility. If they stop operating buses, use the Army to do so. So bus drivers dont care how there busses are driven on roads. Surely they have to know who drove the bus at any point in time! Then they can give the drivers name and transfer the fine. If they clain not to know who the driver was then it becomes a much bigger issue.

So the bus owners want them exempted from the general law. By the concept of vicarious liability the employer becomes liabile to negligent acts of the employee. So the owner becomes liable for the drivers acts or omissions.

There is nothing unfair as the worst violators on roads are the buses plying and we need discipline instilled in these errant bus drivers otherwise they act as maniacs with a licence to create havoc on roads to other road users. Also bring out a method of apprehending drivers who frequently use the horn to intimidate other vehicles to overtake when there is no possibility of overtking!!!

This is ridiculous. If a traffic violation is done it is normal to fine the one driving the vehicle. If the detection is by camera then the registered owner who is sent the fine sheet as done in other countries. The owner of the bus can in turn can get it from the driver. Private bus drivers, most of them are driving as if the roads belongs to them. 261 route is a classic example. The government should go ahead with this.
